Office 2013 Standard with not MS Access Installed

I'm trying to use a third party tool to query an Excel Worksheet. On my old server which had office 2007 the connection string

Provider=Microsoft.ACE.OLEDB.12.0;Data Source=C:\temp.xlsx;Extended Properties="Excel 12.0 XML;HDR=YES";Persist Security Info=False

worked fine. This worked for years. I had to move the service from a physical server to a virtual server. On the new server only Office 2013 has been installed. Using the connection string

Provider=Microsoft.ACE.OLEDB.15.0;Data Source=C:\temp.xlsx;Extended Properties="Excel 15.0 XML;HDR=YES";Persist Security Info=False

the connection fails. The 64bit server has 32bit Officer 2013 Standard (No MS Access) version 15.0.4815.1000. I downloaded and installed Access 2013 Runtime and it didn't resolve the issue.
